Mr. Stump has over 20 years of experience 1) helping clients implement quality management systems (QMSs), from Total Quality Management (TQM) to Six Sigma applications to testing laboratory QMSs; and, 2) solving those tough product problems that escape the company’s best efforts, using a variation analysis methodology that is statistics based.
Dick also conducts assessments of quality management systems to the requirements of ISO 9001; ISO/IEC 17025 (testing laboratories); and ISO/IEC Guide 65 for organizations operating product certification systems. Clients for these assignments include contracts with The American National Standards Institute (ANSI); the Standards Council of Canada (SCC); The National Voluntary Laboratory Accreditation Program (NVLAP) and individual companies and organizations seeking expert guidance requesting preparation for accreditation. These assignments have taken Dick throughout the US and to Canada, Mexico, Japan, Taiwan, India, Brazil, Italy, France, Denmark and The Netherlands as well.

Some examples of Dick’s consulting engagements include:

ISO/IEC 9001, Quality Management Systems

Mr. Stump guided clients producing molded rubber; pesticides and insecticides; rotary-molded plastics; gelatin production; and for steel coils and plates, to successfully prepare for ISO/IEC 9001 accreditation. He conducted internal quality audits in accordance with ISO/IEC 9001 requirements for companies producing aluminum castings; and machining contracted components. Dick is an advisor for the ISO 9001 Leadership Team of a supplier of basic materials to the steel and casting manufacturer industries.

Total Quality Management (TQM)

Mr. Stump led the implementation of Total Quality Management (TQM) for clients manufacturing black-box electronics; providing construction services; providing state student loans; and providing US student financial aid reports. This included all aspects of a TQM program, beginning with presentations to leadership management and on to leading the problem-solving teams, ending with implementation of process improvements.

ISO/IEC 17025 Competence of Testing…Laboratories, and ISO 15189 Medical Laboratories

Mr. Stump successfully completed consulting engagements for companies pursuing laboratory accreditation for their:
  • seed testing laboratory;
  • aluminum R&D capabilities laboratory;
  • plastic materials testing laboratory,
in accordance with ISO/IEC 17025. Also he has consulted with an organization in start-up mode to establish an accreditation program for medical laboratories to ISO 15189.

Six Sigma Training and Consulting Initiatives

Mr. Stump has conducted the following Six Sigma activities:
  • Provided Six Sigma Green Belt training for a major US Army Arsenal, resulting in two highly successful teams that were part of the top-level organization winning the Malcolm Baldrige National Quality Award.
  • Trained applicants preparing to take the American Society for Quality’s Certified Six Sigma Black Belt (CSSBB) exam, at Black Hawk College, Moline, IL, with excellent results.
  • Evaluated a major electronics manufacturer’s IT and MIS functions worldwide, for their application of Six Sigma techniques to the Malcolm Baldrige National Quality Award Criteria.
  • Presented Six-Sigma Management Overview for manufacturer of metal scrap recycling equipment.
  • Presented “Six Sigma Success” seminar for ASQ Central Iowa Section 1308.
  • Consulted with plastic bag manufacturer to improve production yield rates.
During 1989 and 1990, Mr. Stump was an Examiner for the Malcolm Baldrige National Quality Award (MBNQA), awarded through the oversight of the US Department of Commerce. Later he applied this experience with the Iowa Recognition for Performance Excellence Award (IRPE) using the same evaluation criteria for Iowa companies. Mr. Stump’s applied his MBNQA expertise for several companies including:
  • A major memory chip manufacturer to evaluate the yearly application documentation.
  • Rating the input for four divisions of a forging manufacturer using the MBNQA criteria for internal competition.
  • Rating the input for four divisions of a forging manufacturer using the MBNQA criteria for internal competition.
  • Reviewing the final MBNQA submittal for a global integrated communications solutions leader in providing and embedded electronic solutions.
  • A major medical component manufacturer to evaluate the yearly application documentation.
  • An auto parts manufacturer, having several divisions prepare internal application documents.
Dick is a Technical Expert for both the NVLAP Fasteners and Metals Program and for the SCC version of their equivalent accreditation program.

Mr. Stump’s work experience includes positions as:
  • Manager of quality assurance engineering for Sundstrand Aviation (now part of Hamilton Standard Division of United Technology Corporation) where he led a QA Engineering department responsible for aerospace actuator and pumping product lines. At Sundstrand he also was Manufacturing Superintendent of Special Manufacturing Operations (which included electron beam welding, electro-discharge machining, electro-chemical machining, heat treating and plating).
  • Following this, Dick was a Management Consultant for the Quality & Reliability Section of Rath & Strong consultants, Lexington, MA. His consulting focused on the quality system needs of mid-sized manufacturing companies. Dick also solved product problems using variation analysis methodology based upon the Shainin Techniques (now part of the Six-Sigma Concepts promoted by Motorola Inc.).
  • Before his current consulting endeavor, which began in 1990, Dick was Quality & Productivity Manager for Westinghouse Electric Corporation Information Services (now Pearson), a data-processing service bureau in a high-volume, IBM mainframe environment based on in-house software development of programs such as the ACT college entrance exam and the Federal Pell Grant Program.
The American Society for Quality recognizes Dick as a Fellow (FASQ) and certifies him as a:
  • Six Sigma Black Belt (SSBB - S/N 0029),
  • Quality Engineer (CQE),
  • Quality Auditor (CQA)
  • Quality Improvement Associate (CQIA S/N 0035) - for service organizations.
Serving many years for the local section of ASQ, Dick served as President of ASQ Section 1303, the State University of Iowa Section. Currently Dick is serving as a member of the ASQ Editorial Review Board Administrative Committee (ERBAC) and has done so for over 15 years, reviewing manuscripts for Quality Progress, ASQ’s monthly international magazine.

Mr. Stump earned a BS in Metallurgical Engineering from Lafayette College, Easton, PA, followed by an MBA from Northern Illinois University, where he was awarded the Sigma Iota Epsilon (SIE) academic key from The Academy of Management, Briarcliff Manor, NY. His published works include Total Quality Management for the Society of Manufacturing Engineers (SME); Quality Management and Planning for SME’s Tool and Manufacturing Engineers’ Handbook and Following the Fastener Quality Act, an article for Quality Digest Magazine, featured in June 2000.
